Many municipalities and government agencies are building Fiber to the Home (FTTH) or fiber optic networks for their constituents, not wanting to wait for the incumbent cable TV or phone company to upgrade their networks.  White Paper on Economic Developments of FTTH.

We have worked with numerous municipalities, Native American tribes, government agencies and consortiums from feasibility study, design and engineering to full construction and implementation of the FTTH network, assisting with all aspects of deploying and operating the network.  Here are a few projects of interest:

*   Virgin Island Next Generation Network.  NEO provided business planning, financial planning, contract negotiation, and design services for the viNGN’s Public Computer Center grant, which will deploy computer centers in 51 public housing, libraries, schools and community centers, and their Sustainable Broadband Adoption grant providing computer literacy training to over 2,000 residents.

*  Sho-Me Technologies.  NEO provided a financial appraisal for Sho-Me Technologies’ existing fiber optic network which was an in-kind contribution for their BTOP grant. NEO conducted financial projections, IRU analysis and pricing recommendations and a financial appraisal for this BTOP grant recipient.

•  Urbana Champaign Big Broadband (UC2B).  UC2B is an intergovernmental consortium of the University of Illinois and the cities of Urbana and Champaign dedicated to building and operating an open-access fiber-optic broadband network throughout the Champaign-Urbana area. UC2B applied for and was awarded a NTIA grant of $22.5 Million. The State of Illinois provided a $3.5 Million grant and local matching funds added an additional $3.4 Million to fund the project.

Our consultants created the Business Plan, Market Assessment and Financial Feasibility Study for this Gigabit network. We provided consulting services for all phases of the project including RFP creation and evaluation, wholesale strategy, pricing and creation of contracts, financial planning, staffing and marketing.

Wells Fargo.  NEO provided a financial appraisal for Wells Fargo's distressed assets, a Fiber to the Home (FTTH) network and its associated headend equipment.  NEO conducted a financial appraisal and valuation that Wells Fargo used in its negotiation to sell the equipment and network assets.

Bluebird Networks.  NEO provided a financial appraisal and consulting services for Bluebird Network's existing fiber optic network.  NEO conducted financial projections, IRU analysis and pricing recommendations and a financial appraisal for this NTIA BTOP grant recipient.

*  State of Colorado, Multi-Use Network
NEO planners and technicians provided consulting and project management services for the State of Colorado’s Multi-Use Network, an aggressive plan to provide ultra-fast broadband facilities to every county seat within the State of Colorado, bridging the digital divide for community anchor institutions, including the hospitals, medical and mental health offices, city government, state government, libraries, schools and higher education institutions.
